Nagaland Governor Prof. Jagdish Mukhi has summoned the 10th session of the 13th Nagaland Legislative Assembly at 9.30 am on December 20, Assembly commissioner and secretary Dr PJ Antony said in a notification.
The notification was issued after the Core Committee of the Parliamentary Committee on Naga Political issue, headed by chief minister Neiphiu Rio, on December 9 decided to call a one-day special session of the Assembly to discuss the repeal of the controversial Armed Forces (Special Power) Act (AFSPA) 1958 besides the Naga political issue.
Speaker Sharingain Longkumer has convened a meeting of the Business Advisory Committee in the committee room of the Assembly secretariat at 1 pm on December 16 to finalise the provisional programme for the Nagaland Assembly session.

Following the December 4 Oting incident in Mon district in which 14 civilians belonging to the Konyak Naga tribe were killed in firing by the security forces, various Naga organizations, including the Naga Students Federation, urged the state government to convene a special session of the Assembly to pass a resolution for repealing the AFSPA.
The demand for repeal of AFSPA also found support among all organisations and politicians in other states of the Northeast.
The North East Students Organisation staged protests in all the state capitals of the region to demand repeal of the Act.
On December 7, the Nagaland Cabinet at an emergency meeting decided to write to the Government of India to immediately repeal the AFSPA in Nagaland.

The Nagaland Cabinet also decided to support the demands of the Konyak Union put forward to President Ram Nath Kovind for repeal of AFSPA from the entire Northeast among others.
In the wake of the Oting incident, the state government on December 7 had also called off the 10-day Hornbill Festival, scheduled to culminate on December 10.
The Nagaland government had set up a Special Investigation Team, headed by an IGP and consisting of four other members, to probe the incident.
The SIT was asked to submit its report within one month.
