Undoubtedly Prime Minister Narendra Modi is dreaming to fulfill an all-round clean India under Swacch Bharat as well as Nirmal Bharat Mission to send the boon of cleanliness up to the grass root level by various projects.

Assam Chief Minister Sarbananda Sonowal is also giving stress to succeed in the projects related with total sanitation and rural hygiene.

But for some corrupt government engineers, panchayat representatives and others, the project of making rural sanitary latrine with Rs 12,000 each has become nothing but a joke in Cachar district.

Without following the proper guidelines, the latrines are being constructed in the villages, which is a sheer wastage of money.

Chankhira is a village in the district consisting of poor tea tribe population and other BPL families.

This village falls under Larsing Gaon Panchayat.

Local people became very happy when so many toilets were granted for the proper beneficiaries.

Engineers and panchayat representatives started work also.

But after the completion of the work they are unable to use these latrines.

Because the pits are open, doors are not usable and above all there is no any provision of water supply.

Therefore most of the villagers are compelled to answer nature’s call under open sky as they were doing traditionally.

Some of them complained that concerned contractors have taken photographs of these incomplete latrines and produced the same in the BDO Office and already got the payment and now least bothered to complete the remaining work.

There are 63 gaon panchayats in Cachar district and maximum of these complaints of irregularities are coming from all the gaon panchayats.

Simultaneously, some dishonest gaon panchayat members are making false lists of beneficiaries, where the names of many rich peoples also being enrolled.
