The Village Council Association has threatened to launch a protest against non-disbursal of the third quarter of their grant-in-aid sanctioned under Mizoram Finance Commission for 2021-22.

The association said the third quarter of their GIA (non-salary) has not been disbursed despite all the works proposed under the scheme having been completed.
A press release issued by the association on Friday said the District Council and Minority Affairs under the state government on November 20, 2020 released Rs. 17.54 lakh as the 3rd quarter of the GIA (non-salary) to the Village Councils within the CADC.
“In spite of receiving the amount from the state government, the Chakma Autonomous District Council has failed to disburse the same till now,” the release said.

“It is suspected that the GIA was diverted to some other purpose by former Chief Executive Member Rasik Mohan Chakma during whose tenure the fund had been received from the State government,” the association alleged.
The association has written a letter, signed by 79 members, to Mizoram chief minister Zoramthanga.
In the letter, the association urged the chief minister to take cognizance of the matter and initiate a probe in order to find out the actual status of the undisbursed GIA fund, cause of delay in its disbursal, and also to take strong necessary action against those responsible for the irregularity.
It also appealed to the Mizoram chief minister to take necessary action for early disbursement of the amount.
The association threatened to launch indefinite agitation against the Executive Committee of the Chakma council unless it receive a positive response by next week.
