Shillong: In the wake of the recent KSU-led protests against unregistered migrant workers, the Meghalaya government has further tightened regulations to curb illegal influx and ensure the safety of migrant laborers.

The amended Meghalaya Identification, Registration (Safety & Security) of Migrant Workers (Amendment) Bill, 2024, introduces a three-pronged approach: stricter permit issuance, enhanced official oversight, and harsher penalties for defaulting employers.

Under the new law, fines for offenders can now reach up to Rs 1 lakh, and repeated offenses may result in imprisonment.

The Act mandates the identification and registration of all migrant workers and establishes a system to address concerns about their safety and illegal influx.

Employers who fail to register migrant workers face a fine of Rs 5,000 to Rs 1 lakh (up from Rs 500 previously). Repeated violations may lead to imprisonment for up to three months.

To enforce the Act, the government has appointed “Inspectors” and “Registering Officers.” The amendment aims to clarify and strengthen the Act’s provisions for better implementation and compliance.

The Act comes amid growing attacks on migrant workers in the state, driven by fears of illegal immigration.

Recent incidents include the assault of a Delhi technician brought in for work ahead of the Durand Cup 2024.
