Meghalaya Governor Tathagata Roy on Friday addressed members of the 10th Meghalaya Assembly on the first day of the budget session.
He addressed the Assembly without reading the Governors’ address fully.
The nine-day budget session of the state Assembly began on Friday and will end on March 25.

The Governor cut short his address without reading the full text of the 32-page his address and his speech ended within 45 minutes.
Some of the legislators said that they could not recall that the Governor of the state had not delivered the Governor’s address fully in the past.
After reading the first two paragraphs of his address, Roy informed the Assembly members that he would not read the whole speech, but would read only certain portion which he considered it important.
“I shall now seek the kind indebted of all honourable members, because of time constraint; I shall not be able to read the entire speech. Instead, I shall read only a certain portion which I consider important. I request you to take the rest as read,” the Governor said.

When members of the Assembly re-assembled after adjournment, opposition Congress legislator, PT Sawkmie stood up and termed the manner in which the Governor has delivered his address as an “insult” to members of the house.
Sawkmie, who represents Mawlai constituency, said that the Governor should have read the whole text of the Governor’s Address because all departments are important.
The Assembly Speaker, Metbah Lyngdoh, however, said that the Governor has requested the members of the House to take the rest of his speech as read, and it was urgent as the Governor has to catch a flight to Kolkata.
