The Congress leaders in Manipur have welcomed the High Court’s ruling over the Manipur parliamentary secretary row.
Veteran politician and Congress leader O Joy has welcomed the court judgment.
A division bench of the High Court of Manipur in an order on Thursday ruled that the Manipur Parliamentary Secretary (Appointment, Salary and Allowances and Miscellaneous Provisions) Act 2012 and the Manipur Parliamentary (Appointment, Salary and Allowances and Miscellaneous Provisions) Repealing Act 2018 are “invalid” and “unconstitutional”.
The High Court’s ruling came after hearing a writ petition by Congress MLAs Surjakumar Okram and DD Thaisii besides four other PILs, challenging the appointment of the parliamentary secretaries.
The court passed the order based on a ruling of the Supreme Court in the case of Bimolangshu Roy versus the state of Assam.
Citing some of the Articles of the Constitution, veteran politician Joy on Sunday observed that the 12 MLAs, who were appointed as parliamentary secretaries of the state, can be disqualified under the provision of the Constitution of India.
Earlier, welcoming the court ruling in a statement, Congress MLA K. Meghachandra on Saturday said the 12 MLAs, who were appointed as parliamentary secretaries, must be disqualified for enjoying office of profit from 2017 onwards.
The 12 MLAs, who were earlier appointed as parliamentary secretaries are L Susindro,N Indrajit,L Rameshwor, Th Satrabarta,H Dingo,Dr S Ranjan,S Subhaschandra,K Robindro,K Leishiyo,Khasim Vashum,Awangbow Newmai and Ashab Uddin.
