Three Manipur based organizations namely All Manipur United Club Organisation (AMUCO), United Committee Manipur and The Committee of Civil Societies Kangleipak on Sunday asked the PMO to clarify on interlocutor RN Ravi’s statement on framework agreement.

Addressing media in Imphal, AMUCO president Ph Devan said RN Ravi’s statement of providing an autonomous Naga territorial council in Manipur is against the will of the people of the state.

Referring to the statement made by RN Ravi in The Indian Express, Devan said it is in total contradiction to the memorandum submitted to the PMO.

The memorandum submitted by the joint CSOs stated “any steps that might be taken by the Centre which directly or indirectly seems to endorse the longstanding demands of the NSCN-IM of integrating of Naga inhabited areas such as Pan Naga Cultural Provincial or Territorial Council or any arrangement or any structural formation in similar line is unacceptable to the people of Manipur.”

Devan pointed out that a joint team led by AMUCO, CCSK and UCM had campaigned in New Delhi for several days against any possible undesirable effect of the Framework Agreement signed between the Government of India and NSCN-IM on August 3, 2015 on Manipur.

When the team met Union Home Minister Rajnath Singh and interlocutor RN Ravi, they were assured that redrawing the boundaries of the neighbouring states of Nagaland including Manipur, Assam and Arunachal Pradesh would not be done.

On December 10, 2017, joint CSOs of Manipur submitted a six-point memorandum to the Prime Minister.

Devan said CSOs of the state will never compromise if the framework agreement is against the memorandum submitted to the Prime Minister.

President of united committee Sunil Karam said it is also very unfortunate that the state government has not given any clarification regarding the statement made by RN Ravi. The state government should also give a proper clarification regarding the matter to let the people know about their stand, he said adding “making a secret agreement in a democratic country is very unfortunate.”
