Mizoram Governor Nirbhay Sharma has placed the Chakma Autonomous District Council under the Governor’s rule from Thursday, a notification issued by the state government said.

Sharma appointed Deputy Commissioner of Lawngtlai district N Chakhai as caretaker of the Chakma Autonomous District Council to exercise functions and powers vested in the autonomous district council.

The Governor’s notice, on the recommendations of the outgoing Lawngtlai DC Arun T stated that the administration in the CADC cannot be carried out in accordance with the provisions of the 6th Schedule to the Constitution of India.

In the recent past, numerous complaints were lodged against the administration of the council and the Governor has constituted an enquiry commission under the then DC of Lawngltai Arun T. After recommendations from the commission the Governor of Mizoram on March 22 dissolved the council for a period of four months or until a fresh council election be held.  Before the dissolution of the council, general election was slated for April this year.

In 2017, 12 members of the ruling Congress rebelled against Chief Executive Member (CEM) of the CADC Kali Kumar Tongchongya. Governor’s rule was then imposed. A new council headed by Amit Kumar Chakma of Congress was formed in November 2017.

The Chakma Autonomous District Council is an autonomous council for ethnic Chakma people, formed under the sixth schedule of the Constitution of India on April 29, 1972. The Council exercises legislative, executive and judiciary powers over allotted departments within the territory of CADC.
