Assam: Man fined for driving autorickshaw "without helmet" in Haflong

Haflong: In a shocking incident, an autorickshaw driver was fined Rs 1000 for “riding without a helmet” at Haflong in Dima Hasao, Assam.

The man identified as Dinendra Kemprai was penalised under Section 194D of the MV Act, 1988, despite driving a three-wheeled vehicle that doesn’t require a helmet.

The fine, imposed on July 29, 2023, by Inspector Ranjit Saikia and witnessed by Assistant Sub-Inspector Mughani Sema, has left Kemprai stunned.

The challan also classified the vehicle as a “Luxury Cab” with the registration number AS08 8291.

Kemprai discovered the fine while renewing his pollution certificate, which is set to expire on August 15. He has approached the traffic branch to clarify the matter but was unable to meet the in-charge officer.

The driver alleged that most policemen on duty, especially at night, are under the influence of alcohol and have harassed him in the name of checking.
