The Assam government will adhere to the Union ministry of personnel, public grievances and pensions’ consolidated guidelines on premature retirement of government employees to ensure competence in the functioning of public administration.

A review of public servants will be conducted from time to time, as per the guidelines.

A record of officials who are due to attain the age of 50-55 years or have completed 30 years of service will also be maintained.

As per the circular of the Department of Personnel and Training (DoPT), the objective of Fundamental Rule (FR) 560)1(l) and Rule 48 of CCS (Pension) Rules, 1972, is to strengthen the administrative machinery by developing responsible and efficient administration at all levels and to achieve efficiency, economy and speed in the disposal of government function.

The state finance department will also constitute a committee led by the chief secretary to inspect the professional records of all state government officials under Group ‘A’, ‘B’ and ‘C’ within the age group of 50-55 years.

After review, it will be decided whether a government official should be retained or retired from service prematurely in the public interest, as per fundamental rules and provisions.

The DoPT has meanwhile, circulated copies of the said guidelines to all ministries and top levels of the government.
