The pledge was made by both the countries at the third Director General level bilateral meeting on drug control in Yangon, the national capital of Myanmar.

During the meeting, the drug control works were reviewed which would be carried out as decided at the second Director General meeting.

Maj Gen Aung Win Oo, the Secretary of the Central Committee for Drug Abuse Control Police, headed the Myanmar delegation while Abhay, the Director General of Narcotics Control Bureau led the Indian delegation in the bilateral meeting.

Moreover, both Myanmar and India also pledged to support each other in their fight against terrorism, saying that both countries would not allow terrorism to take foot on their respective territories.

Due to the proximity of the Northeast India to the Golden Triangle – the tri-junction of Myanmar, Thailand and Laos, India, mostly the Northeast India, has been vulnerable to the trafficking of narcotics and drugs such as heroin, hashish, and synthetic drugs produced in these areas. Heroin was first trafficked into India in the mid-seventies from the Golden Triangle, which picked up by eighties.

The quantity of the trafficked heroin through the India-Myanmar border into the Northeastern region of India has always been reportedly very small as it is meant for local consumption.
