Assam has emerged the second highest underspending states in the country, revealed a recent analysis on the State Finances report of Reserve Bank of India(RBI).

Assam scores the second highest in the list with minus 25 percent spending.

Telangana scores the highest in the underspending list with minus 27 percent spending as per the budget estimates for the fiscal year 2017-18.

Both the States have reported to miss their target spending consistently by 7 percent.

Assam Government had earlier announced that it has spent less than 45 percent of the budget estimates for the fiscal year 2017-18, where a number of the local organizations had raised concern of the government not using the allocated funds.

The Krishak Mukti Sangram Samiti(KMSS) had alleged the state government of making false promises during its two years of budgetary allocations. Out of the 18 budgetary schemes, not even a single scheme had been fully implemented and the same is likely to continue with the present year as well.

Meanwhile, the analysis further revealed that most states were found to have maintained their fiscal deficit as recommended by the Finance Commission.
