Manipur Cabinet on Wednesday approved the draft address of the Governor to be delivered on the first day of the upcoming Budget Session of the Manipur State Legislative Assembly, which will commence from February 2 next.

The approval was made after making necessary amendments following a thorough discussion during the Chief Minister N Biren Singh chaired State Cabinet meeting in Imphal on Wednesday evening, official sources said.

The Budget Session of the Manipur Assembly is scheduled to continue till February 23, as per provisional calendar of sitting, issued by Assembly secretary M Ramani Devi.

The Cabinet also decided to hike the remuneration of Home Guard personnel from Rs 5000 to Rs 7730 per month. The decision was taken after minutely deliberating the importance of their services and the present financial position of the State Government.

The State Cabinet meeting which was attended by Deputy Chief Minister Y Joykumar, also approved the proposal for amendment to Schedule-I of the MCS Rules, 1965.

As per the amendment, the number of posts of MCS Grade-I and JAG would be increased from 57 to 73.

At present, there are 161 posts in MCS Grade-II, 57 posts in MCS Grade-I and JAG, 12 posts in MCS Selection Grade and one post in MCS Super Time Scale.

It also gave its nod to the proposal of contractual engagement to different categories of posts at residential hostels to be opened at Thoubal, Kakching, Chandel, Tengnoupal, Jiribam and two in Bishnupur districts.

The Project Appraisal Board (PAB) – 2017 of Sarva Shiksha Abhiyan (SSA) had approved the establishment of seven hostels in the existing schools of these six districts. In the coming PAB – 2018-19, SSA/SMA is targeting to submit the proposal for the construction of buildings of these hostels.

As per the norm, each hostel will have one warden, four fulltime teachers, three part-time teachers, one full-time accountant, one head cook and two assistant cooks.

Fund required for the payment of remuneration of teaching and non-teaching staff is to be shared between the Centre and the State on 90:10 basis and there is enough provision in the State Budget to meet the State share, officials added.

Forest Minister Th Shyamkumar and Sports Minister Letpao Haokip were absent in the Cabinet meeting as both the ministers are currently on tour.
