As per Powers and Functions of the Governor under the Constitution of India, the session would commence with the address of the Governor.

Meanwhile, the opposition Congress in the state has announced to raise different issues relating to Chief Minister N Biren Singh’s inability to resolve the more than nine-month-old violence in the ensuing assembly session.

Kangujam Ranjit Singh, deputy leader of the Congress Legislature Party (CLP) who was elected from the Sungu assembly constituency while talking to the newsmen said that during the session he would raise the state government’s apparent failure to control the ongoing violence in the state.

He said that the violence led to the destruction of properties of innocent people but also left free hand in the hills contrary to agitations in the valley crushed violently with the use of brutal force.
