After much speculation and a long wait, Assam on Saturday finally got its updated version of the National Register of Citizens (NRC) with a total of 3,11,21,004 persons are found eligible for inclusion in the Final list.
A total of 19,06,657 persons including those who did not submit claims have failed to make it to the final NRC list.
The final updated NRC has been made available in the official website: www.nrcassam.nic.in
“Taking into account all the persons already included and after disposal of all Claims and Objections and proceedings under Clause 4(3), it has been found that a total of 3,11,21,004 numbers of persons are found eligible for inclusion in Final NRC leaving out 19,06,657 numbers of persons including those who did not submit Claims,” NRC state coordinator Prateek Hajela said in a statement on Saturday morning.
In the final draft, published in July last year, of the 3.29 crore registered names, as many as 40,07,707 applicants found their names excluded.

One can check the names by typing the Application Reference Number (ARN).
The online facility will reflect the result of any change in status from Complete Draft NRC for claimants/objectees/any member included in Draft but were called for any hearing held on or after July 5, 2019.

The status of all NRC applicants will be available online from 7 September, 2019.
One may check the list from Saturday if:
One has submitted a claim upon not being included in the final draft list (published on July 30, 2018)
If one is excluded in the Additional Draft Exclusions List (published on June 26, 2019)
If one had any objection filed against their inclusion.

The final NRC is also made available at designated centres across all districts in the State.
Citizens who want to check their final NRC status in an offline method, can visit their respective NRC Seva Kendra/office of circle officer/office of deputy commissioner and check their names in the Supplementary Inclusions List on all working days from 10 am to 4 pm.

The entire process of updating the NRC was done over the last more than five years under the monitoring of the Supreme Court and supervision of the Registrar General of India.
Meanwhile, the state government is leaving no stone unturned to allay fears from the minds of the people over the NRC.

People have been repeated assured that those whose names have been excluded from NRC would get an opportunity to file their appeal and be heard in the Foreigners’ Tribunal (FT) as per the direction of the Union Home Ministry.
Notably, the time limit for them to fill in appeals has been increased to 120 days from 60 days.
Earlier on Friday, Assam chief minister Sarbananda Sonowal urged the people to maintain peace and tranquility in the State after the publication of the final NRC.
“NRC is an outcome of the untiring efforts of the thousands of people,” he added.

The chief minister further informed that the State Government would take care of the ‘cause of the excluded people and due care will be taken so that nobody is subjected to any unnecessary harassment’.
He also maintained that as long as the appellant’s plea remains sub-judice with the FT, he or she cannot be treated as a foreigner.
Meanwhile, various parties and organizations have also offered to assist those whose names do not figure in the final list of NRC.

On the other hand, unprecedented security has been put in place across the State, especially the sensitive districts.
Assam Police on Friday said they are on their toes with 218 companies of paramilitary forces in addition to their own force to tackle any law and order situation.
The Centre had earlier dispatched 167 companies of paramilitary forces for the State.
Personnel from home guards, task force and village defence parties have also been extensively deployed for maintenance of the law and order situation.

Meanwhile, Section 144 CrPC has been clamped at several places across the state banning assembly of more than four people.
The process of receipt of NRC application forms started during the end of May, 2015 and ended on August 31, 2015. A total of 3, 30, 27,661 persons applied through 68, 37,660 applications.
As per orders of the Supreme Court, draft NRC (Complete Draft) was published on July 30, 2018 wherein 2, 89, 83,677 numbers of persons were found eligible for inclusion.
Thereafter, claims were received from 36, 26,630 persons against exclusions.
Verification was also carried out of persons included in draft NRC under Clause 4(3) of the Schedule of the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003.
Objections were received against inclusion of 1, 87,633 persons whose names had appeared in complete draft.
Another additional draft exclusions list was published on June 26, 2019 wherein 1, 02,462 persons were excluded.
From 10 am on Saturday (August 31, 2019) onward, the hard copies of the Supplementary List of inclusions will be available for public view at NRC Seva Kendras (NSK), offices of the Deputy Commissioner and offices of the Circle Officer during office hours.
The status of both inclusion and exclusion can be viewed online in the NRC website (www.nrcassam.nic.in), Hajela said.
Any person who is not satisfied with the outcome of the claims and objections can file appeal before the Foreigners Tribunals, he said.
